Ideología Bolivariana de Venezuela / Dr Leonardo Orozco

La Ideología Bolivariana: Es una rama del conocimiento de la Ciencia Política, cuyo autor fue el más destacado dirigente político, militar e ideológico de la lucha por la Independencia de la América del Sur "Simón Bolívar"; y se sustenta exclusivamente en los ideales y principios del Libertador, y los consagrados en el Gran Proyecto Integracionista "Colombeia" retomado por el Libertador de las manos del Generalísimo Fco de Miranda.

El Libertador Simón Bolívar fue un devoto y entusiasta lector de los filósofos franceses (Montesquieu, Rousseau y Voltaire entre los principales), su vida estuvo llena de aciertos y errores, de meditación y acción, de gloria y desdicha, fue realista materialista, sensato y positivo, político y militar, existencialista y consciente.

Esta ideología tiene como principios y valores avasallantes: la igualdad, la libertad, la justicia, la paz, el respeto, la unidad, la independencia, la fraternidad, la autodeterminación, el patriotismo, la humanidad, la moral y las luces, entre otros. Todas darán como resultado el bienestar social que requieren los pueblos del mundo.

1. De donde provienen los ideales humanistas de Simón Bolívar?

Bolívar tuvo tres grandes maestros, Su educación estuvo bajo la tutela del maestro más progresista de Caracas “Don Simón Rodríguez Carreño” el cual más adelante por razones de conspiraciones y rebeldía tuvo que exiliarse y cambiar de identidad a “Samuel Robinson”, El maestro Simón Rodríguez le enseño a Bolívar a defender sobre todas las cosas “Los Derechos Humanos”; Su principal joven mentor admirador de los insignes filósofos franceses, peculiarmente de Rousseau, quería dotar o mejor dicho doto a Bolívar de todas las virtudes ciudadanas, como la expresa Rousseau en su obra “EMILIO O LA EDUCACION”. Fue este quien introduce al LIBERTADOR en el estudio de la Revolución Francesa, “La Declaración de los Derechos del Hombre y del Ciudadano y en las Virtudes del sistema de gobierno Republicano”. La Igualdad, Libertad, Justicia, Paz, Felicidad e Independencia fueron las palabras claves en su formación educativa, política e ideológica que más adelante serán sonadas en sus discursos y leídas en sus escritos.

Carreño le traspaso los mensajes más proclamados por la victoriosa revolución francesa a su discípulo Simón bolívar; tales enseñanzas y afectividad desencadenaron una conexión única entre maestro y alumno, y en la primavera del año 1805, jura en roma en el Monte Sacro a la edad de 22 años junto a su maestro de 36 años, “no dar descanso a su brazo ni reposo a su espíritu hasta liberar a su patria”.

Su maestro Andrés Bello le enseño Letras y Geografía, y le presento a Bolívar las inmortales y fascinantes obras de Homero “La Ilíada y la Odisea”, así como los textos de Dante, Virgilio, Quevedo y Cervantes, fue Andrés Bello el que hizo de Bolívar un redactor perfecto, un letrista de leyes y discursos, con todos los parámetros de las más altas exigencias académicas.

Sus estudios de Matemáticas fueron continuados en Europa en la Academia de San Fernando en Madrid, al igual que idiomas bajo la orientación del Márquez Uztáriz, fue residente de Caracas, quien era partidario de la política ilustrada y de los enciclopedistas franceses. Bolívar gracias al Márquez conoció a profundidad los trabajos de Voltaire y Locke, así como los clásicos de la antigüedad de España, Francia e Inglaterra, la Biblioteca de Uztáriz era impresionante y variada.

Con esto decimos que estos tres maestros, consejeros y amigos de Bolívar fueron fuente de conocimientos y aprendizaje, que ayudo a la formación intelectual académica de nuestro Libertador, el resto del conocimiento de nuestro Gran Líder fue parte del Pragmatismo, porque bien es cierto que Bolívar aprendió muchísimo de sus profesores, pero también Bolívar en el transcurso de su carrera LIBERTARIA aprendió gran parte de los errores que se iban cometiendo en función de lograr la Independencia de nuestros pueblos (Sur América) por esa razón llego a decir en muchas ocasiones que él era el “HOMBRE DE LAS DIFICULTADES”.

Otro personaje importante en la formación política e ideológica de Bolívar fue Miranda, el cual conoció en Londres (pero ya había oído suficientes historias del Gran Fco de Miranda), tras conocerlo se dieron muchas conversaciones y reuniones de las cuales surgirían grandes ideas del Poder Moral, así como el proyecto de educar a las mujeres (Bolívar y Miranda precursores del feminismo en América) es en esa camaradería en que se conversa y transmite, por primera vez la idea de constituir la unidad continental, tratar de que la América toda constituyera una sola gran nación. Bolívar y Miranda se propusieron libertar a su patria, el primero ofrecía un ímpetu y coraje y el segundo brindaba su connotada experiencia, ambos ricos en ideas y pensamientos.

2. Pensamiento Bolivariano como Ley de Estado.

El tipo de gobierno Republicano Centralista y Presidencialista ideado por Bolívar tiene sus bases en la soberanía del Pueblo, con división de poderes, libertad civil, proscripción de la esclavitud, abolición de la monarquía y de los privilegios. Esto trae polémica ya que muchos estudiosos dicen pero como que no privilegios, si aun en las distintas republicas los privilegios estuvieron presentes, la primera república fue una iniciativa de independencia tomada por la Oligarquía Venezolana ejercida por los MANTUANOS, estos desmontaron los cargos impuestos por LA CORONA ESPAÑOLA para perpetuarse ellos al poder pero aun con los enlaces y vinculaciones directas con el mandato del Rey de España, o también el desinterés de los republicanos en abolir la esclavitud que fue un tema que el Libertador deja muy en claro en su discurso el 15 de febrero de 1819, en el Congreso de Angostura donde con vos firme y entusiasta se pronuncia, realizando uno de sus análisis más profundos y realistas, estableciendo sus líneas estratégicas y maestras del Estado que quiere fundar, dice así:

-¡No se trata de ganar una guerra o conseguir la independencia. Estamos aquí – dice – para fundar una nueva sociedad, “echar los cimientos de un pueblo naciente”.

La libertad, la igualdad y la justicia serán su distintivo.

-¡Un gobierno republicano ha sido, es y debe ser el de Venezuela. Sus bases serán: la soberanía del pueblo y la división de los poderes: Ejecutivo, Legislativo, Judicial, y añade el PODER MORAL.

Bolívar hace su mayor petición y exigencia.

“Yo imploro la libertad absoluta de los esclavos, como imploraría mi vida y la vida de la República”.

Insiste también en la necesidad de la “educación popular”. Ella debe ser “el cuidado primogénito del amor paternal del Congreso.”

Moral y Luces son los polos de una República; Moral y Luces son nuestras primeras necesidades”.

Bolívar en este discurso establece parte de su realismo político diciendo lo siguiente:

“No aspiremos a lo imposible no sea que por elevarnos sobre la región de la libertad, descendamos a la región de la tiranía. De la Libertad absoluta se desciende siempre al Poder absoluto, y en medio entre estos dos términos es la Suprema Libertad Social”…

Esta ideología, fija la condición humana en sus raíces esenciales, motivo para exponer cada uno de los principios del ser humano, el principal aporte de estos ideales hacia las ciencias políticas es el planteamiento del poder moral, Venezuela es el único país del mundo que posee un 5to poder denominado Poder Ciudadano (Poder Moral), desde el materialismo filosófico, en la capa conjuntiva del eje semántico del Poder Político, disponemos de 2 poderes nuevos (Ciudadano y Electoral) aparte de los 3 poderes básicos: Ejecutivo, Legislativo y Judicial (CRBV-Art-136). En la vigente Constitución Venezolana de 1999, se lleva la ideología Bolivariana a Ley de Estado, y como consecuencia se procede a la modificando del nombre de "República de Venezuela" a "República Bolivariana de Venezuela".

Preámbulo Constitución de la República Bolivariana de Venezuela, aquí en esta pequeña introducción se evidencia los principios y valores propios del pensamiento Bolivariano.

.....el ejemplo histórico de nuestro Libertador Simón Bolívar y el heroísmo y sacrificio de nuestros antepasados aborígenes y de los precursores y forjadores de una patria libre y soberana; con el fin supremo de refundar la República para establecer una sociedad democrática, participativa y protagónica, multiétnica y pluricultural en un Estado de Justicia, Federal y descentralizado, que consolide los valores de la libertad, la independencia, la paz, la solidaridad, el bien común, la integridad territorial, la convivencia y el imperio de la ley para esta y las futuras generaciones; asegure el derecho a la vida, al trabajo, a la cultura, a la educación, a la cooperación pacífica entre las naciones e impulse y consolide la integración latinoamericana de acuerdo con el principio de no intervención y autodeterminación de los pueblos.....

En este artículo se establece claramente lo que es ley de Estado, la doctrina Bolivariana.

Artículo 1. La República Bolivariana de Venezuela es irrevocablemente libre e independiente y fundamenta su patrimonio moral y sus valores de libertad, igualdad, justicia y paz internacional en la doctrina de Simón Bolívar, el Libertador.

Son derechos irrenunciables de la Nación la independencia, la libertad, la soberanía, la inmunidad, la integridad territorial y la autodeterminación nacional.

"Toda la constitución posee la esencia Bolivariana"

3. Estado-Derechos-Gobierno.

Bolívar en base a sus ideales creo una concepción acertada de democracia, estableciendo una definición exacta de Estado, que en base a sus pensamientos la podemos plantear de la siguiente forma, asumiendo como concepto de Estado: "el conjunto soberano, de territorio libre y distribuido, de población educada y asistida, y de gobierno con poder proporcional creador de leyes justas"; en sus diversos escritos y discursos deja claro la necesidad en que el Estado personificado en el gobierno sea el responsable de la estabilidad política, de la seguridad social y del bienestar general de la población mediante la garantía de los derechos esenciales del hombre como lo son: la libertad, la seguridad, la propiedad y la igualdad, siendo este el método para la felicidad general por la cual tanto luchó y a la que se le llega mediante el goce de estos derechos.

La Ideología Bolivariana define al Gobierno perfecto como aquel que produce mayor suma de felicidad posible, mayor suma de seguridad social y mayor suma de estabilidad política.

· La Felicidad es el bien Supremo del Hombre, considerado por algunos como mito, y es aquella que acompaña a la realización del fin propio de cada ser. Aristóteles mencionaba que cada hombre busca la felicidad.

La felicidad se podría definir como el acto que incurre en la satisfacción individual o colectiva de los seres humanos, ese placer momentáneo que instituye un tiempo y un espacio. Las leyes son la normativa que rigen a la sociedad, esta sociedad podrá optar por la felicidad pero mediante parámetros de conducta.

· Seguridad Social es un campo del bienestar social, es la protección que ofrece la sociedad a las problemáticas sociales tales como: la salud, la vejez, el desempleo, la pobreza, entre otros.

El Libertador Simón Bolívar en el Proyecto de Constitución expuesto en Angostura, el 15 de febrero de 1819, define la seguridad social de la siguiente manera:

"La seguridad social consiste en la garantía y protección que la sociedad concede a cada uno de sus miembros para la conservación de su persona, derechos y propiedades".

· La estabilidad política, es aquella que brinda seguridad a las sociedades, protección del interés común de la ciudadanía, esta estabilidad política podría establecerse mediante distintos mecanismos, en las sociedades democráticas las leyes juegan el papel fundamental, estas leyes son objetivas, por esto permiten el buen vivir de la sociedad y coaccionan a no resistirlas.

4. CONTEXTO HISTORICO DEL PENSAMIENTO BOLIVARIANO.

Existe un contexto histórico que es necesario estudiar para comprender a totalidad las decisiones y la manera con la que Bolívar actuó, este contexto estará conformado por las causas que originaron tales acciones y métodos necesarios para cumplir los objetivos planteados INDEPENDENCIA e INTEGRACIÓN.

Venezuela en la época Colonial fue un sitio tranquilo, sin ningún hecho importante, que según muchos historiadores era la capital de la pasividad y del sahumerio reflectivo, aunque solemos cuestionar esa tranquilidad con las constantes insurrecciones de las clases desbeneficiadas y afectadas por las castas sociales, rebeliones de clases aun siendo privilegiadas querían independencia y manejar ellos mismos su propio monopolio nacional sin tener que rendirles cuenta a la Corona Española, estos hechos siempre se han hecho notar, tal es el caso de la Rebelión del Zambo ANDREZOTE, nativo de valencia, se convirtió en jefe de numerosos esclavos y negros libres de la región (1732/1735), así como también se podría nombrar la rebelión del Francisco León residente de las zonas barloventeñas, inicio una lucha contra la compañía Guipuzcoana, esta lucha abrió la imaginación de muchos criollos ricos y canarios que buscaban la manera de acabar con el monopolio de la Compañía y que ahora pensaban ya en común identificándose contra el Mal que era esta compañía impuesta por la Corona Española para controlar el mercado. Esto desmiente ese carácter de autismo al cual muchos historiadores han pretendido sumergir nuestra historia de luchas y rebeliones contra la opresión y las injusticias que formaban parte de la realidad suramericana.

Venezuela sumergida al ANALFABETISMO de las mayorías de la población, solo pocas familias pudientes podían acceder a la educación y a su preparación tanto en el interior del país como en el exterior. Y los que disfrutaban de la Educación no compartían ideales de liberación, igualdad, ya que sus intereses económicos preferían el estado de desigualdad y atropello enseñado y practicado por la CORONA ESPAÑOLA, que beneficiaba a las clases privilegiadas y se mantenía a la región en castas sociales.

Cuando existen grandes niveles de desigualdad son frecuentes las rebeliones o mejor dicho las revoluciones sociales, es una ecuación practica y acertada, por este motivo Venezuela estuvo bajo el manto oscuro de las Guerras Civiles y Militares.

5. ACTUALIDAD RESTAURACION DE IDEALES BOLIVARIANOS

El Gobierno Bolivariano del presidente de Venezuela Hugo Rafael Chavez Frías, ha asumido la ideología Bolivariana convirtiéndola en ley fundamental de nación, incorporándola en la Constitución y en el proyecto de estado “Simón Bolívar” el cual plantea varios criterios de trabajo entre los principales se encuentra la refundación de la nación, el rescate y formación de valores y principios en la población, promoción de la herencia histórica del pensamiento bolivariano.

La Refundación Ética y Moral de la nación abarca los valores y principios de las corrientes humanistas del socialismo y de la herencia histórica del pensamiento de Simón Bolívar. Basándose en la formación de conciencia pero antes creando ese ser social, decía Marx: “No es la conciencia del hombre la que determina su ser sino, por el contrario, el ser social es lo que determina su conciencia” Prólogo a la Contribución a la Crítica de la Economía Política (1859). Se trata de una nueva configuración de la estructura ética y moral de la nación en donde los ideales de Simón Bolívar serán pieza clave para la reorganización moral. El objetivo será el dignificar y humanizar la vida del hombre en referencia a su desarrollo sociocultural y económico. Es una necesidad generar nuevos conocimientos y habilidades para comprender las problemáticas de este nuevo siglo 21, las exigencias científicas, tecnológicas y humanistas que se deben superar.

6. Definiciones desde el Pensamiento Bolivariano.

· La propiedad: es el derecho de gozar y disponer libremente de sus bienes y del fruto de sus talentos, industria o trabajo.

· Son derechos del hombre: la libertad, la seguridad, la propiedad y la igualdad. La felicidad general, que es el objeto de la sociedad, consiste en el perfecto goce de estos derechos.

· La libre expresión: es un derecho fundamental de toda persona, el poder expresar sus pensamientos libremente por cualquier medio de comunicación. Ni aun la ley podrá jamás prohibirlo, solo podrá señalar los justos términos y la responsabilidad por parte del emisor, la ley establecerá las penas a los que incurran perniciosamente a la tranquilidad pública, de la vida, honor, estimación y propiedad de cualquier ciudadano.

· La prosperidad nacional: se logra mediante el trabajo y el saber. Estimulando estos dos poderosos resortes de la sociedad, se alcanza lo más difícil entre los hombres: hacerlos honrados y felices.

7. Conclusión.

Para dar por terminado este gran artículo que solo trata de resumir un poco la ideología Bolivariana, pero que aún faltarían muchos más artículos para comprender a plenitud esta maravillosa corriente humanista, rica en pensamientos sanos y puros que buscan reivindicar y dignificar la vida de los hombres, proponiendo un gobierno justo que brinde las herramientas y los mecanismos necesarios que permitan a la sociedad desarrollarse de modo optimo dentro del marco humanista.

Son numerosos los pensadores revolucionarios que han adjuntado propuestas y luchas a esta corriente, enriqueciéndola cada vez más, pero sería mejor decir que esta corriente humanista absorbe pensamientos que estén consecuentes, es decir, que tenga una conducta que guarde correspondencia lógica con los principios y valores de la esencia Bolivariana, por eso en la actualidad es difícil definir todos los contribuyentes, pues no cesaríamos en nombrar intelectuales revolucionarios, algunos son: (Bolívar, Miranda, Sucre, Simón Rodríguez, José de San Martin, José Ignacio Abreu y Lima, Mariátegui, José Martí, Marx, Engels, Lenin, Ernesto Che Guevara, Rosa Luxemburgo, entre otros).
